Eric Wittenberg addressed that issue in his book "Plenty of blame to go around". I haven't read that book but Wittenberg is a well regarded author. Maybe someone on the forum has read the book and can comment.

The book is excellent,  I've read it and seen some other references. 
IMHO Stuart obeyed the letter of Lee's orders.  The rest is debatable on what combination of Stuart's Ride was for personal glory, simple misjudgments, and bad luck.  IMHO Lee could have used the cavalry he had more effectively.

I was watching one of the Gettysburg guided tours on Youtube the other night. It was about the Peach Orchard fighting and Ranger Matt Atkinson was talking about Longstreet's performance that day. Atkinson laid some of the blame at Lee's feet because in Atkinson's opinion Lee had a tendency to leave the tactical level of an order to subordinates to interpret. Maybe this is what happened with Stuart's Ride during the Gettysburg campaign.

Exactly. Even Lee couldn't blame Lee for stuff that went wrong. He had plenty of cavalry available at Gettysburg. Unfortunately, unlike Stuart, these other cavalry commanders didn't have the gung-ho, git er done attitude and Lee never gave them explicit orders to be out front of his advance. He wouldn't have needed to give those orders to Stuart if Stuart was with the army.
