In 1867, for the first time in its history, a multi-racial body of men was elected to draw up Alabama's new constitution. The state could only have its delegates re-admitted to the United States Congress if it provided for public education for black children. Conservatives at the convention realized that they could not avoid creating public schools, but, they argued, the new schools should be segregated by race. Here is how one delegate explained that integrated schools would result in discrimination against white children.
